The update is available for most of the previous Asha phones including the full-touch ones such as the Asha 311 as well as the recently launched Asha 501 which did not receive the previous update of 3.2. For most of the users, an update notification will show up within the browser as a pop-up notification asking you to update. 
The update might not be available in all the regions at the same time.
So if you haven’t received the notification, you should wait for a while and try again after a couple of days.
