You most likely have the 64-bit version of windows, so you get the 64-bit control panel. The voices for Michael and Michelle are 32-bit only. To fix this issue, go to your run box and type the following (without quotes): '%windir% syswow64 speech speechux sapi.cpl' Hope this helps the problem most of you are facing. Edit (): Yes, I did just realize that Microsoft Heera was missing from this list of voices.

The file download/marytts-components.xml lists the following locations for downloading existing voices: But the link The same cannot be installed even via mary-tts component installer. This is a pack of TTS Voices that was made by Microsoft. Little information is known about it. The pack will install the infamous Microsoft Text To Speech Voices. These include 'Microsoft Sam' 'Microsoft Mike' and 'Microsoft Mary'.
However, that is technically not my fault as I have had the voice in my list, but after a little while it somehow disappeared from the list. This is the only Microsoft Voice that I am missing in this section of tts voices.

However, don't get too worried, because my mobile section still includes Microsoft Heera. Edit 2 (): Do not try installing Microsoft Eva on Windows 8.1 or earlier.
It will not work. This appears to be the only Windows 10 voice that has been specifically designed for Windows 10 only. You have been warned. 
Edit 3 (): All of my SAPI 5 voices on my host computer (Windows 8.1). No longer work. I was going to redo this all TTS Voices series with my Windows 8.1 host, however, every SAPI 5 voice appears to not be working for some reason.
I think what happened is I had decided to install some Non-Microsoft voices. Unfortunately, that put me at a consequence. The last time it worked, I had Microsoft Sam, Mike, Mary, Anna, David, Hazel, Zira, Michael and Michelle. However, between installing ModelTalker Jake from it appears as though after I selected that as the default voice in Narrator and between the time when I installed the RHVoice voices and engine as well as the language pack from the link above, it somehow just hangs there.
